Job Summary 
The purpose of this classification is to assist the City Administrator in directing, supervising, and working with City departments to achieve established objectives and strategic plans and to fulfill the policy initiatives of the Mayor and City Council. The position provides professional level administrative, management and technical support to the City Administrator and exercises some independent authority over assigned department directors and staff.  Incumbents will be expected to work cooperatively with key City officials to plan and implement various programs and services. All authority and autonomy inherent in this classification is at the discretion of and delegated by the City Administrator.

Essential Job Duties

  • Assists the City Administrator in the management, supervision, and review of activities and operations of the City; assists in directing, coordinating, and implementing the City's goals, objectives, and priorities.
  • Provides supervision to department directors assigned by the City Administrator.
  • Assists in developing agenda items, background material, and presentations for the governing body.
  • Analyzes, interprets, revises and provides staff direction on policies and procedures that improve program understanding, efficiency and effectiveness; assists department directors in revising specific policies and procedures.
  • Assists in planning, coordinating and directing work relating to the preparation of the annual budget.
  • Serves as a liaison between the City Administrator and various civic or governmental organizations and committees, taskforces, boards, and commissions.
  • Represents the City Administrator at various meetings, functions, and events; confers regularly with officials from the state, authorities, and commissions; provides information about city operations; participates in discussions and decisions.
  • Plans, coordinates, directs and/or manages special projects for the City.
  • Conducts operational research, productivity analyses and management studies.
  • Responds to complaints and questions from citizens related to city or department operations, activities, or other issues: provides information, researches problems, and initiates problem resolution; works with supervisors and managers to ensure effective coordination and cooperation across units.
  • Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, regulations; maintains an awareness of new issues, methods, equipment, trends and advances in the profession.
  • Prepares, completes, receives, and processes various forms, reports, correspondence, and other documents.
  • Performs other related duties as required.

Minimum Requirements of Position

  • Master’s degree in Public Administration, Business Administration or a closely related field; supplemented by ten (10) years progressively responsible experience in local government with a required minimum of three to five (3-5) years of experience as a department director, assistant city administrator/manager, deputy city administrator/manager, or city administrator/manager.
  • Preference will be given to those candidates who are an ICMA Credentialed Manager or an ICMA Credentialed Manager Candidate.
  • Must possess and maintain a valid Georgia driver's license a good driving record, and an excellent personal/professional background.
