MAJOR FUNCTIONS

 

This position is under the leadership and guidance of the Chief of Police. This is responsible supervisory, technical and administrative work installing, supporting, maintaining and safeguarding all components of the Police Department’s computer network.  Work is performed with considerable independence under the general direction of the Support Services Section Command Staff member.  

 

This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, ice storm, etc.) or other conditions (natural or manmade).

 

ESSENTIAL DUTIES

  • Plans, organizes and supervises the technical staff engaged in the Police Department’s network connectivity, network support, maintenance and security of the Department’s computer systems. 
  • Handles standard system administration tasks to include managing user accounts, installing applications and patches, as well as managing file systems.  
  • Performs system tuning, network monitoring and troubleshooting of active directory issues.
  • Maintains support and connectivity control of applications.
  • Manages, monitors and administers all network servers for the Panama City Police Department, as well as installing/upgrading PC software and hardware.
  • Provides oversight for on-site training on new hardware and software to users.
  • Responsible for managing all data backups and restoration as needed.
  • Acts as the LASO for FDLE CJIS requirements.
  • Recommends and enforces network user policies to ensure security and integrity of the network, data, and applications.
  • Analyzes future needs for acquisition.
  • Establishes and maintains documentation and technical information library for all computer systems.
  • Performs network audits to maintain security and integrity of the system.
  • Consistently assesses network performance and makes recommendations to improve efficiency.
  • Participates in all selections of team members in the Information Technology unit.
  • Performs oversight of new infrastructure projects to ensure that they remain within schedule and budget constraints.
  • Implements and maintains the department CCTV security camera system.
  • Acts as a liaison to vendors providing technical support and repair services, i.e., SSI, Dell and Spillman.
  • Ensures that all work performed regarding computer systems are done in conformance with all Panama City Police Department policies and procedures.
  • Any other duties as assigned.

 

 

KNOWLEDGE, ABILITIES AND SKILLS

 

  • Knowledge of principles and practices regarding central and distributed computer networks, communications and telephony services.
  • Knowledge of diagnostic and troubleshooting techniques.
  • Knowledge of installing, repairing, and maintaining computer and/or communications hardware and software. 
  • Ability to develop, evaluate, and interpret narrative and technical reports. correspondence, contracts, work orders, training materials and other necessary materials for assigned functions.
  • Ability to maintain and establish professional, cooperative and team focused working relationships, communicate effectively both orally and in writing with vendors, consultants, other team members and city officials. 
  • Ability to direct technical personnel, delegate responsibilities, and mediate issues to the benefit of the Department.
  • Ability to execute work goals and Department projects per Department management; assign and coordinate work projects, such as planning and configuring new hardware or software; conduct research and perform multiple duties simultaneously; to exercise judgment, decisiveness and creativity required in situations involving the direction, control and planning.
  • Ability to independently problem solve and take initiative; to train users in complex topics, making presentations to an internal audience, and interacting positively with upper management.
  • Ability to maintain technical competency through career-long learning.  Sustains proficiency through industry-recognized certifications, studies technical journals or manuals related to current computer and network infrastructure; attend vendor seminars via Internet or in-person to learn about new computer hardware and software; writes project reports and documentation for new or modified software and hardware configurations.
  • Ability to respond to problem situations in an effective and tactful manner; ability to attend meetings, events and/or be on-call for routine systems maintenance; ability to perform other related duties as required.

 

MINIMUM QUALIFICATIONS

 

  • Possession of an Associate’s degree (Bachelor’s preferred) in Network Engineering, Management Information Systems or Computer Science.  
  • Three years of experience in diagnosing hardware, software and other system failures.
  • Working knowledge of TCP/IP, DHCP, DNS, WINS, Ethernet and general networking procedures, as well as configuring of wired and wireless networks.
  • Working knowledge of switch and router configuration with knowledge of VPN, IPSEC and VOIP.
  • Working knowledge of Microsoft Windows server and client operating systems.
  • CompTIA A+ Certified
  • CompTIA Security+ preferred.
  • Ability to setup, configure and maintain Storage Area Networks.
  • Knowledge and training in Spillman Administration and TraCS preferred.
  • Must have the ability to lift up to 50 lbs., sit, stand, walk, balance and withstand exposure to marked changes in temperature and humidity or extremes thereof, and exposure to dust, fumes, gases and chemicals.

 

 

A comparable amount of training or experience may be substituted for the minimum qualifications.

Summary:  

Occasionally – Lifting/carrying up to 50 lbs., push/pull up to 25 lbs., twist/turn, climb, reach above shoulder, and reach outward, operate a city vehicle to facilitate travel to training, conferences and assessments.

Frequently – Lifting/carrying 10 lbs. or less, push/pull 12 lbs. or less, bending, squat/kneel, stand, walk

Constantly – acceptable eyesight (with or without correction) acceptable hearing (with or without hearing aid), ability to communicate both orally and in writing, sitting, handling/fine motor skills, and type/keyboard functions.

 

Work Environment:

  • Work is performed predominantly in an office environment.  The position requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force on a recurring basis, and routine keyboard operations.
