Plans, organizes, develops, oversees, and implements municipal operations, budgets, policies, research efforts, special projects, intergovernmental relations, and other administrative activities under the direction of the Village Council and in cooperation with the Assistant Village Managers and the department heads in the Village.  Work includes providing leadership in establishing goals and priorities within and outside of the organization; managing departments, functions and projects; developing policies and programs; and representing the Village with a wide variety of other governmental jurisdictions, citizens groups, community programs, businesses, civic and other groups.  The employee works to develop organizational values, principles, and climate conducive to organizational excellence as well as programs and processes to enhance organizational efficiency and effectiveness.   Work requires sensitivity to the needs of the total municipal organization, advising Council, citizens and Village staff on a wide range of issues and programs, and use of sound judgment in maintaining confidentiality.  Work is performed under the administrative supervision of the Village Council and is evaluated through periodic conferences, observation of results achieved, success and cost of projects, and review of records, reports, and files.

Typical Duties and Responsibilities

 

  • Advises the Village Council on the development of strategic objectives.
  • Maintains and manages the implementation of the strategic objectives, plans, and policies established by the Village Council, reporting on same to the Village Council as required.
  • Dispenses advice, guidance, direction, and authorization to carry out major plans and procedures, consistent with established policies and Village Council approval.
  • Responsible for the adequacy and soundness of the Village’s financial structure.
  • Promotes the Village of Pinehurst within the Village community, the surrounding communities, cities, and counties and with the State of North Carolina.
  • As delegated by the Village Council, represents the Village in negotiations with representatives of government, business, labor, and other organizations, and holds news conferences, delivers, speeches, and appears before legislative bodies to present the Village’s viewpoints and encourage acceptance of goals and objectives.
  • Conducts a proactive effort to establish Village relationships with major businesses, businesses in general, adjacent communities and communities throughout Moore County, County Officials, various State Authorities and Officials, and any citizen groups as may be appropriate.
  • Plans, develops, and implements new programs and ideas, and confers with Village management, council members, and community leaders to evaluate services and recommend methods to increase services and efficiency of services and to promote the Village of Pinehurst within the community and to surrounding communities and the State of North Carolina.
  • Responsible for monitoring and updating all Village ordinances, regulations, policies, and procedures to comply with all state and federal regulations and changes in regulations.
  • Responsible for overseeing the enforcement of all Village ordinances, regulations, and policies.
  • Maintains effective working relationships with the Chairpersons of the various boards and commissions that are appointed by the Village Council.
  • Other duties as provided for in NC General Statute 160A-148(8).

 

Knowledge, Skills, and Abilities

 

  • Considerable knowledge of planning, zoning and land-use development in NC, including transportation planning
  • Considerable knowledge of risk management
  • Considerable knowledge of NC general statutes applicable to local government administration
  • Demonstrated organizational management and interpersonal skills. 
  • Considerable knowledge of the theory, principles, and practices of public, municipal, and budget administration.
  • Considerable knowledge of the principles and practices of leadership and supervision including communications, motivations, performance coaching, and conflict resolution.
  • Considerable knowledge of the trends, legislation, policies, and regulations being required of municipal government.
  • Considerable knowledge of the organization's budgeting, personnel and purchasing policies and procedures.
  • Considerable knowledge of the principles and practices of organization development and organizational psychology including knowledge to create a climate of support, engagement and performance excellence.
  • Considerable knowledge of the application of information technology in the public sector.
  • Considerable knowledge of the laws, regulations, policies, and principles of public sector human resource management.
  • Some knowledge of economic development and marketing.
  • Skill in public speaking, meeting facilitation, consensus building, problem-solving and collaborative conflict resolution.
  • Ability to help develop long term plans and goals for the Village.
  • Ability to think and plan systemically.
  • Ability to articulate the Village's position on matters and recommend policy at the strategic level.
  • Ability to innovate.
  • Ability to analyze facts, programs, trends, and costs and make recommendations, solve problems, and prepare comprehensive reports in oral and written forms.
  • Ability to communicate effectively with council, other government officials, employees, and the general public.
  • Ability to maintain the confidentiality of all activities and management discussions.
  • Ability to establish and maintain effective work relationships with Council, Manager, department heads, Village staff, and citizens.

SAFETY:
This position requires enforcing and following all Village of Pinehurst and OSHA safety regulations.

 

Minimum and Preferred Qualifications

 

Master's degree in urban planning, public or business administration, political science or closely related field from an accredited college or university.  Minimum of five years progressively responsible experience in the field of city or county administration, business administration, public planning, public works or public finance; or an equivalent combination of education and experience.

Possession of a valid driver’s license.  ICMA certification preferred.
